Educational Policy and Leadership Performance Assessment System (EDPL PAS)

Overview

In 2002 the National Council for Accreditation of Teacher Education (NCATE) established new requirements for institutions seeking accreditation of advanced graduate programs in educational leadership. University of Maryland's Department of Education Policy and Leadership (EDPL) revised its master's program and developed its doctoral program to meet these new requirements. In order to receive accreditation, universities must develop performance assessment standards. EDPL designed a web-based Performance Assessment System (PAS) to ensure the Department is able to quickly and easily retrieve candidate proficiency information and comply with standards promulgated by Educational Leadership Constituent Council. EDPL PAS aids candidates, professors, internship coordinators and field mentors by providing a tool that helps track candidate progress at several key transition points during the programs.

EDPL PAS improves existing commercial web-based applications, which consist of basic portfolio storage capacity, by adding interactive planning and tracking features. EDPL PAS serves candidates by enabling them to demonstrate their capabilities and sufficient levels of proficiency in indicators of accepted professional standards for educational leadership. EDPL PAS serves professors by allowing them to track candidate progress. These new interactive features enable more efficient reporting on program effectiveness by aggregating individual performance data, which may be reviewed by PAS Advisors and Program Coordinators.

EDPL PAS is adaptable to other universities or even other fields of study that utilize in standards-oriented certification or preparation, such as nursing or dentistry.
