Overview

To move toward paperless proposal review, the Maryland Industrial Partnerships (MIPS) program at the University of Maryland developed a Web-based Proposal System. This custom electronic System vastly improves former procedures of using shared paper copies for reviewing grant applications, business plans, submissions to peer review journals, and other such proposals.

The System allows for easy upload of applications or proposals to a web portal for review by third parties. Created with security in mind, the System has multiple levels of users, each with specific permissions to view only the appropriate documents. The custom access System is secure for submitters, reviewers, and managers.

Since implementing the Web-based Proposal System, the MIPS program has saved time and eliminated nearly all costs associated with receiving and mailing paper proposals and reviews. This user-friendly electronic forum is a simple alternative to paper sharing proposals or purchasing an expensive document manager that requires extensive customization. The System is easy to use and requires minimal training to employ. No other product currently on the market matches the functionality of this Web-based Proposal System.

Potential uses of the System, where independent parties review documents, include: grants management, due diligence reviews, business reviews, scientific or other journal reviews, loan and/or mortgage applications, and membership applications.
