Overview

Background
Currently, there is no method of measuring and categorizing cyber threats and disruptions. As a result policy makers are unable to push for reforms that would adequately address the malicious cyber activity. Organizations have had difficulty dealing with these types of threats.

Innovative Technology
Researchers at the University of Maryland have created a method to qualify and categorize cyber disruptions. Each disruption is assigned a Cyber Disruption Index (CDI) based on its scope, magnitude, and duration. The disruption is then categorized into one of five classes based on its nature. This method is intended to give companies a way to assess their own cyber vulnerabilities and to give policymakers the ability to determine what types of threats would pose a danger to organizations and infrastructure.
